රුවන්වැල්ල මධ්‍යම පුස්තකාලයීය මාර්ගගත සුචිය වෙත සාදරයෙන් පිළිගනිමු
ඉංග්‍රීසි පාලන සමයේ දෙහිගම්පල කෝරලය, අටුලුගම් කෝරලය, හා පනාවල කෝරලය යන තුන් කෝරලය භාරව ක්‍රියාකළේ ඩේවිඩ්ෂන් නමැති ඉංග්‍රීසි ජාතික දිසාපති තැන විසිනි. රුවන්වැල්ල අයත් වූයේ දෙහිගම්පල කෝරලයට වන අතර මෙම ප්‍රදේශ පාලනය භාරව ක්‍රියාකළේ සිංහල කෝරාලවරුන් ය. තුන් කෝරලය භාර දිසාපති තැනගේ බිරිඳ අනුස්මරණය කිරීම සඳහා ස්මාරක ශාලාවක් ගොඩනැංවීමට ඩේවිඩ්ෂන් දිසාපති තැන කටයුතු කළේය. ඒ අනුව සෑම කෝරාලවරයෙකුම ඒ සඳහා කොස් ගස බැගින් සැපයිය යුතු විය. ගඩලාදෙනිය කැටයම්කරුවන් ගෙන්වා ඉතාමත් රමණීය අන්දමින් මෙම ස්මාරකය ගොඩනැංවීය. පසුව “ඩේවිඩ්ෂන් ස්මාරක ශාලාව” යන නමින් ද “ජුබිලි අම්බලම” යන නමින් ද පරසිදු විය.
මෙම ගොඩනැගිල්ල පසුව පී.සී. ඉඹුලානයන්ගේ ප්‍රථම ගම්සභා කාර්යාලය බවට පත්විය. ගම්සභා පාලන සමයේ බිහි වූ සුළු නගර සභා පාලනයේ සභාපතිත්වය ඉසිලූ හේමපාල දසනායකයන්ගේ සංකල්පයක් අනුව නගර සභා නියෝජිතවරුන් සහ පලාත් පාලන ආයතන සමග සාකච්ජා කොට ජුබිලි අම්බලම ගොඩනැගිල්ල තුළ පුස්තකාලයක් ආරම්භ කිරීමට කටයුතු කෙරිණි.
ප්‍රදේශයේ ජනතාවගේ අනුග්‍රහයෙන් ක්‍රම ක්‍රමයෙන් දියුණුව කරා ගමන් කරන පුස්තකාලයේ පොත් එකතුවේ පැහැදිලි වෙනසක් ඇතිවීම නිසා පුස්තකාල ගොඩනැගිල්ල පුළුල් කළ යුතු විය. ඒ අනුව 1967 සැප්තැම්බර් මස 11 වන දින ප.ව. 2.30 ට යෙදුනු සුබ මොහොතින් පලාත් පාලන අමාත්‍ය නීතිඥ වෙල්ලම් මහතාණන් විසින් මුල්ගල තබන ලදී.
රුවන්වැල්ල නගර මධ්‍යයේ පැවති පුස්තකාල ගොඩනැගිල්ල වෙනුවට නව ගොඩනැගිල්ලක් ඉදිකිරීම සඳහා 1980 සැප්තැම්බර් මස 06 වන දින පලාත් පාලන අමාත්‍ය පී.සී. ඉඹුලාන මහතා විසින් රුවන්වැල්ල මධ්‍ය විද්‍යාලයට අයත් භූමි භාගයක මුල්ගල තබන ලදී. මොඩියුල ආකාරයෙන් කරවා ඇති මෙහි දිග ප්‍රමාණය අඩි 52 ක් වන අතර පළල අඩි 35 කි. මේ අනුව රුවන්වැල්ල මධ්‍යම පුස්තකාලය වර්ග අඩි 1820ක පුළුල් පරාසයක් ගෙන ඇත. මෙය 1988 ඔක්තෝබර් 05 වන දින මහජනයා සඳහා විවෘත විය.
අට දහසකටත් අධික පාඨක සමූහයකට දැනුම සපයන දෙවන ශ්‍රේණියේ පුස්තකාලයක් වන මෙම පුස්තකාලය සතු දැනුම් සම්භාරයේ විශාලත්වය විවිධ අංශයන් යටතේ පැතිර පවතී. ත්‍රෛභාෂාවම නියෝජනය වන පරිදි පොත් 25000කට වැඩි ප්‍රමාණයක් ඇති අතර මෙම ග්‍රන්ථ එකතුව විශේෂ කර්තෘ එකතුව, ප්‍රාදේශීය කෘති එකතුව, විවිධ සම්මානයන්ගෙන් පිදුම් ලද ග්‍රන්ථ එකතුව, රාජ්‍ය සම්මානලාභී ග්‍රන්ථ එකතුව ලෙස සුවිශේෂී එකතූන්ගෙන් පූර්ණ වී ඇත. මීට අමතරව සඟරා සහ ත්‍රෛභාෂාවෙන් ප්‍රකාශිත පුවත්පත් එකතුවක් ද, ළමා පොත් එකතුවක් ද ඇත. තව ද මෙම ග්‍රන්ථ එකතුව පාඨකයාගේ මෙන්ම අප කාර්යය මණ්ඩලයේ පහසුව උදෙසා ඩිවි දශම වර්ගීකරණය අනුව පොත් වර්ගකර වර්ණ වර්ගීකරණය සිදුකර ඇත.
අපගේ සේවාවන් වන පොත් බැහැරදීම, විමර්ශන සේවය, පුවත්පත් ලිපි කැපුම් සේවාව, කියවීම් ශාලා පහසුකම්, පුවත් පත් සේවාව, ඡායා පිටපත් සේවාව, අ.පො.ස. සා.පෙ., උ.පෙ. පසුගිය විභාග ප්‍රශ්නෝත්තර එකතුව දැක්විය හැකි අතර පුස්තකාලයේ නව පිබිදීම ලෙස 2018 වර්ෂයේ ජාතික කියවීමේ මාසය වෙනුවෙන් සිදුකළ වැඩසටහන් ඇගයීමේදී ජාතික පුස්තකාල හා ප්‍රලේඛන සේවා මණ්ඩලය මගින් ලබාදුන් කුසලානය හිමිකර ගැනීම,2018 වර්ෂයේ සබරගමුව පළාත් පුස්තකාල සේවා මණ්ඩලය මගින් පවත්වනු ලැබූ සබරගමුව පළාත් අන්තර් පුස්තකාල විවාද තරඟයෙන් අනුශූරතාව ලබාගැනීම,2019 වර්ෂයේ ජාතික කියවීමේ මාසය වෙනුවෙන් සිදුකළ වැඩසටහන් ඇගයීමේදී ජාතික පුස්තකාල හා ප්‍රලේඛන සේවා මණ්ඩලය මගින් ලබාදුන් කුසලානය හිමිකර ගැනීම ආදිය පෙන්විය හැක.
2021 වර්ෂයේ, ශ්‍රී ලංකා තොරතුරු හා සන්නිවේදන තාක්ෂණ නියෝජිතායතනය (ICTA) හා ශ්‍රී ලංකා ජාතික පුස්තකාල හා ප්‍රලේඛන සේවා මණ්ඩලය හා එක්ව “ඩිජිටල් පුස්තකාල ව්‍යාපෘතිය” හරහා යාවත්කාලීන සංස්කරණ මුහුණුවරකින් යුත් පූර්ණ පුස්තකාල ස්වයංක්‍රීය පද්ධතියක් ද නවීන අංගෝපාංගයන් හා සේවාවන්ගෙන් ද සපිරි නව තාක්ෂණික අත්දැකිමක් සඳහා දොරටු විවර කර ඇත.
During the British rule, the three corals of Dehigampola Coral, Atulugam Coral and Panawala Coral were in charge of the English Government Agent named Edwidshan. Davidson Government Agent was instrumental in building a memorial hall for each choral tree. Gadaladeniya sculptors were brought in and built this beautiful monument. Later it became known as 'Davidson Memorial Hall' and 'Jubilee Ambalama'. The building later became the first village council office of PC Imbulana. According to a concept of Hemapala Dasanayake, who was the Chairman of the Minor Urban Council, which was formed during the Gam Sabha period, discussions were held with the Municipal Councilors and the Local Government Institutions to establish a library in the Jubilee Ambalama Building.
The library building had to be expanded due to a clear change in the library's collection of books which was gradually progressing with the patronage of the people of the area. Accordingly, the foundation stone was laid by the Minister of Local Government, Attorney-at-Law Vellam at the auspicious time of September 11, 1967 at 2.30 pm.
P.C Imbulana, Minister of Local Government laid the foundation stone of a plot of land belonging to Ruwanwella Central College on September 06, 1980 to construct a new building to replace the existing library building in Ruwanwella town center. Modular, it is 52 feet long and 35 feet wide. According to , the Ruwanwella Central Library covers an area of 1820 square feet. It was opened to the public on October 5, 1988.
The library is a second-rate library that caters to more than 8,000 readers. The collection of State Award winning books is full of unique collections. Representing the trilingual language itself, the book has more than 25,000 books and is a complete collection of books, a collection of special authors, a collection of regional works, a collection of books that have won various awards, and a collection of books that have won state awards. In addition, there is a collection of magazines and newspapers published in trilingual languages, as well as a collection of children's books.

In 2021, The Digital Libraries Project was implemented at this public library by the Information Communication Technology Agency of Sri Lanka (ICTA) in collaboration with National Library and Documentation Services Board by providing an advanced and updated library automation system and introduced modern infrastructure which is in demand to improve the quality and efficiency of the library system in the country. Presently the library is fully equipped with modern electronic devices to provide digital library services to the public. Users can easily search, find, locate and hold required books through this Online Public Access Catalogue.
